CPCL refinery expansion: TN govt begins compensating villagers

Trichy: Tamil Nadu govt has initiated the disbursement of 112 crore as livelihood compensation to 2,163 residents of Nagapattinam district affected by the Chennai Petroleum Corporation Limited (CPCL) oil refinery expansion.School education minister Anbil Mahesh Poyyamozhi distributed compensation orders to 60 beneficiaries on Tuesday as the first phase. Each recipient is getting 5 lakh, totalling 3 crore for this group.
CPCL's Cauvery basin refinery, established in Panangudi in Nagapattinam district in 1993, is being expanded from one million metric tonne to nine million metric tonne capacity at a cost of 31,500 crore. Prime Minister Narendra Modi laid the foundation stone on Feb 17, 2021.Subsequently, CPCL acquired hundreds of acres from farmers and landowners in Panangudi, Narimanam, and Gopurajapuram, compensating them as per the Land Acquisition Act.After the acquisitions, farmers, landless tenants, and farm workers demanded separate livelihood compensation from the state government under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act.Since 2024, the Nagapattinam district administration and revenue department conducted multiple surveys to identify eligible beneficiaries. Delays at various administration levels led frustrated villagers to hold repeated protests, demonstrations, and boycott the 2024 general election.Finally, a list of 2,163 beneficiaries was finalized. Sources indicate the remaining recipients will get their compensation in the coming months.Nagapattinam collector P Akash, TFDC chairperson N Gowthaman, Nagapattinam MLA J Mohamed Shanavas, Kilvelur MLA VP Mali, and other officials were also present.
