Jharkhand Assembly To Go Digital: Are Legislators Ready for the Paperless Revolution?
Ranchi: Jharkhand Vidhan Sabha is set to transition to paperless functioning by monsoon session this year. The assembly secretariat began the training process of legislators and other stakeholders on Wednesday.
Chief minister Hemant Soren, who took part in a training and tablet distribution program under the National e-Vidhan Application (NeVA) project ahead of the budget session, also inaugurated NeVA Service Center at the state assembly premises.
Speaking on the occasion, Soren said that the move marks a new chapter to the assembly’s history. The budget session of the state assembly will be held from Feb 18 to Mar 19. “Functioning and overall works will get easier through the NeVA. Through this, members of the assembly will be able to complete legislative works easily and in time-bound manner. They no longer need to arrive here late at night to submit questions and for other paperwork processes. Along with this, assembly staff will also have convenience in discharging their duties," he said.
The CM said the process of completing legislative work digitally through the NeVA has already begun in 20 states.
“It is a matter of pride for Jharkhand assembly that we too are going digital, and all the members are being tutored about various aspects related to this application. They are also being provided with tablets so that work can be easily executed digitally," he said, adding that the digital move will improve overall coordination.
“After 25 years of its formation, Jharkhand is now taking right steps for overall development. I thank the efforts of the assembly speaker (RabindraNath Mahto) for working towards turning assembly paperless," he said.
Focussing on the significance of the ongoing training, he said that it is imperative for everyone to know about dos and don’ts to prevent possibility of falling prey to any cyber- attacks. “Cyber crime is a challenge in present times. This training is aimed at sensitising all on the security aspects related to NeVA so that there is no tampering with any questions, no hindrance in paperwork processes and so on,” he said. Mahto said they will implement the digital platform partially during budget session by using digitised-zero hour. “Full implementation will take place from the monsoon session later this year,” he said.
