Nitish unveils Saat Nischay-3.0 to make Bihar a developed state
Patna: CM Nitish Kumar on Tuesday announced the implementation of the ‘Saat Nischay 3.0’ (Seven Resolves-3.0) programme for 2025-30, aimed at bringing Bihar into the category of developed states.
Announcing the details, Nitish said his govt has set a target to secure at least Rs 50 lakh crore in private investment over the next five years.
“Since our govt was formed on Nov 24, 2005, there has been rule of law in the state, and work has been carried out continuously for 20 years for the development of all sectors and sections. I am happy to inform that after achieving the set targets under ‘development with justice’ through Saat Nischay (2015-2020) and Saat Nischay-2 (2020-2025), a decision has now been taken to implement Saat Nischay 3.0 to place Bihar among the most developed states,” Nitish said in a post on X.
Minutes before his post, the state cabinet approved the rollout of Saat Nischay-3.0. “It will be in continuation of the two previous programmes,” a govt official told TOI.
Nitish added, “Under the first resolve, ‘Double Employment–Double Income’, the objective is to double the state’s per capita income. Several programmes have been implemented, including the Mukhyamantri Mahila Rozgar Yojana (MMRY), which provides Rs 10,000 to women for self-employment. Beneficiaries will also receive assistance up to Rs 2 lakh to expand their ventures. The government provided jobs to 50 lakh people between 2020-25, and now aims to create government job and employment opportunities for 1 crore youth. A separate Department of Youth, Employment and Skill Development has been established for this purpose.”
“Under ‘Prosperous Industry–Empowered Bihar’, three high-level committees have been formed under the Chief Secretary for rapid industrial development. The aim is to make Bihar a technology hub of eastern India, develop world-class workplaces, and encourage entrepreneurs and youth to set up industries. Industrial areas are being developed in all districts. The state aims to attract at least Rs 50 lakh crore in private investment over the next five years. A Directorate of Micro, Small and Medium Enterprises has been established, and the Bihar Marketing Promotion Corporation will promote local products. Nine closed sugar mills will be restarted and 25 new sugar mills set up,” he said.
“Under the third resolve, ‘Progress in Agriculture-Prosperity of the State’, work on the fourth Agriculture Road Map (2024-29) will be expedited to increase farmers’ income. A ‘makhana road map’ will promote makhana production, while emphasis will be given to dairy and fisheries. Dairy production committees will be formed in all villages and a ‘Sudha’ sales centre in every panchayat. Irrigation facilities will be further expanded,” Nitish said.
“Under the fourth resolve, ‘Advanced Education-Bright Future’, a separate higher education department has been established. Prestigious educational institutions will be developed as ‘Centres of Excellence’, a new Education City will be built, and model schools and degree colleges opened in every panchayat,” he added.
“Under the fifth resolve, ‘Accessible Health-Secure Life’, block community health centres will be developed as speciality hospitals and district hospitals as super speciality hospitals. Public-private partnerships will be encouraged, incentives provided to doctors in remote areas, and private practice by government doctors will be prohibited,” Nitish said.
“Under the sixth resolve, ‘Strong Foundation-Modern Expansion’, urban expansion and civic facility improvements will continue. Modern planned cities will be developed, affordable housing provided for the urban poor, five expressways constructed, and rural roads widened. Electricity infrastructure will be strengthened, solar energy promoted, tourist sites developed, a Film City established, and a world-class Sports City built in Patna along with Centres of Excellence in all districts,” he said.
“Under the seventh and final resolve, ‘Respect for All-Easy Life’, work will focus on making citizens’ lives easier through technology, innovation, and sensitive governance,” Nitish added.
