The MP, in a petition to the governor cum chancellor, has alleged that the VC was indulging in nepotism by awarding contract to relatives and acquaintances. The MP also alleged that blacklisted companies were being allotted work in the university.

Singh’s petition was received in the

Raj Bhawan

on October 22 this year. On December 7, Raj Bhawan OSD Ahmad Mahmood forwarded the same to the VC, seeking his response to the charges within a week.

The VC, in his letter to the Raj Bhawan, is learned to have called the allegation a conspiracy to defame him. The government departments and corporations have been approached to execute construction work in the university, he said.

The purchases have been made through an e-commerce portal of the central government and the Financial Rule, 2017 is being strictly followed by him, the VC said and added that tenders, as mandated by the rule, were floated and prior approval of the university's statutory committee had been obtained.

The Consultancy Development Centre, a central government undertaking, has been engaged for the university's digitisation programme to ensure transparency and accountability, said the VC’s letter.

Responding to the charge of wrongful transfer of teachers and principals and monetary considerations affecting these transfers, the VC is learned to have said the mass transfer charge was a myth. Need-based transfers have been made on the recommendation of the transfer committee. Representatives of the chancellor as well as the state government are in the transfer committee and the transfers have been approved by the university Syndicate, he said.

In his complaint, the MP also accused the VC of making illegal appointments in the university. The VC said he did not make even a single appointment during his tenure.

On the charge of wrongful disaffiliation of colleges, the VC's reply says only such colleges have been been disaffiliated that do not fulfil the conditions mandated under the Bihar State Universities Act.
