BJP MLCs seek debate on neglect of development schemes
PATNA: The non-implementation of development schemes launched as part of projects named after the chief minister rocked the Bihar legislative council in the pre-lunch session as BJP MLCs demanded a special debate on the issue on Monday.As the House assembled for the day’s scheduled business, BJP’s Lal Babu Prasad moved an adjournment motion and said at least 37 development projects are named ‘CM.... Yojana’. But no substantial work has been done as part of most of these projects, he added.Amid slogan shouting, he further said of the total 14,000 schemes launched as part of these projects, there has been some progress in only 800 schemes. As the remaining schemes did not make any headway, the government was forced to surrender huge amounts in the last financial year. The BJP members displaying placards rose to their feet and shouted slogans against the government and demanded a special debate on the issue.Rejecting the adjournment motion, council chairman Awadhesh Narain Singh requested the BJP members to raise the issue during Zero Hour. The BJP members again raised this issue after the Question Hour.Shouting slogans, the BJP members, including Sanjay Mayukh, Lal Babu Prasad, Rajnish Kumar and Krishna Kumar Singh, went inside the well.
Despite repeated requests made by the chairman, they refused to take their seats and the chairman adjourned the House till the lunch break. Talking to newsmen in his chamber later, BJP’s Mangal Pandey said the much-publicised ‘CM Kanya Vivah Yojana’ has been non-operational during the last three years while the ‘CM Ati Pichhda Medha Scholarship Yojana’ has not benefited anyone during the last two years. The ‘CM Vriksharopan Yojana’ was discontinued four years back, he said.Pandey said the ‘CM Khel Vikas Yojana’ exists only on paper while the ‘CM Nagar Vikas Yojana’ is yet to get administrative sanction. “The steering committee of this scheme has not convened a single meeting,” he said and added a sum of Rs 7.7 crore meant for urban development in Motihari is lying unused.Another major scheme, ‘CM Chapakal Yojana’, is virtually a non-starter, Pandey said.
