Singh being at loggerheads since the latter joined the university on March 3. VC has been found proposing and registrar disposing, said an insider in the university.

When contacted, VC Jha said on Tuesday that the university budget for fiscal 2022-23 passed by the

senate

on February 27 has not been forwarded to the state government till date as registrar says he is not in agreement of the budget because it was processed during the term of his predecessor.

The VC further claimed that the registrar is returning the file related to the examination department, hence examinations are getting delayed. “The registrar refuses to sign the files relating to making an agreement with the data centre and for purchase of the answer books for examination. Exams of Upshashtri (inter in the Sanskrit medium) for the year 2021, Shashtri (graduation)- 2021 and different semesters of Acharya (post-graduation)-2021 have not been conducted. Registrar wants the file related to payment in conduction of exams to be brought before him for his approval,” VC Jha said.

The VC further charged that the registrar has misbehaved with an employee of the university and the employee concerned has filed a written complaint against the registrar before him.

When contacted, registrar Singh said

passed the budget on February 27 and the file related to proceedings of the senate was brought before him for approval after he joined the university on March 3. “How can I approve the proceeding when I was not present in the meeting? The then registrar should have approved and sent the budget to the state government. Why am I to be blamed for the delay in sending the budget,” asked the registrar.

Asked for a comment on the issue of delay in examination, the registrar said he has nothing to do with the files of examination conduction and controller of exams, and VC is empowered to process the file. “The payment related to examination involves university finance, hence I am bound to examine the file and approve the right payment. I have nothing to do with floating of tender and making agreements with agencies,” he said.

Registrar further charged that one officer of the university is very close to the VC and whatever he says, VC approves it. “One officer of the university has been getting a salary as a lecturer since he was 17 years age, and has completed 44 years of service without being forced to retire,” he said.

The registrar further denied the charge that he had misbehaved with an employee; he simply expressed his annoyance before him over the missing of an urgent file.

The concerned employee blew the matter out of proportion on instigation from some quarter. Being the registrar, he would not allow any official work in contravention of the acts and statues of the university. University needs immediate cleaning of vested elements.
