Mathai said that the police failed to act on the NGO's information that a minor girl was enslaved in a brothel. The NGO said that it had conducted a

sting operation

in the brothel but it was subverted by the local police station. Pragya Srivastava, officer on special duty to the CM said the officer, Vivek Agarwal, was transferred on June 1.
