Case registered against six persons for selling Nazul land of CB-CID office by fraudulently

Kanpur: A case was registered at the Kotwali police station after a Nazul land of the CB-CID office in the Civil Lines was sold for Rs 24.77 crore. The investigation ordered by district magistrate Jitendra Pratap Singh brought the alleged fraud to light.

Police registered the case on the written complaint of a lekhpal against six people, including three NRIs residing in America, under sections related to fraud and criminal conspiracy. The sellers allegedly concealed facts related to the Nazul property and executed a sale deed in favour of SA Build High Private Limited Company. Subsequently, the district administration re-entered the land and declared it a Nazul property once again.

Following a confidential complaint about the sale deed of the Nazul land belonging to the CB-CID office located at Gwaltoli, the district magistrate ordered an investigation of the Nazul department’s report and records. Subsequently, on February 29, 2026, SDM (Sadar) Anubhav Singh was asked to investigate the entire matter.

The investigation revealed that in 19,82, 4000 square metres of Nazul land had been given on lease. The leaseholders had neither deposited the lease rent for years, nor got the lease renewed or the land converted to freehold. Despite this, on June 25, 2012, the land was sold to the company. At present, the value of this land based on the circle rate was estimated at approximately Rs 24.77 crore.

The investigation report stated that the facts related to the Nazul land had been concealed during the sale and it was wrongly shown as freehold land. Suit No. 39/2022 regarding this property was already pending in the civil court. Additionally, in another suit filed in 2019, it also came to light that facts related to the ownership of the property had also been concealed.

On April 17, 2026, lekhpal Hari Shankar Vishwakarma of Sadar Tehsil filed a written complaint stating that Plot No. 14/59A was sold in violation of the rules. Police registered a case and started an investigation against the six named accused namely Civil Lines resident Tarang Beri, Los Angeles, America resident Neeraj Beri, Pennsylvania resident Vikas Beri, Portland resident Manka Sharma, along with SA Build High Private Limited company and the company’s director Ahmad Ehtisham. under section 420 (fraud) and 120-B (criminal conspiracy) and under the Prevention of Damage to Public Property Act 1984.

The district magistrate stated that the case against the accused had been registered following an investigation into the complaint of selling the Nazul land.
