Human rights commission issues guidelines for IPL matches in city

Jaipur: The Rajasthan State Human Rights Commission (RHRC) Monday issued a detailed set of directions ahead of the upcoming Indian Premier League matches in the city, ordering strict measures on ticket pricing, crowd management and spectator facilities.The commission asked authorities to curb black marketing of tickets, ensure fair access for genuine spectators and provide basic amenities including drinking water, sanitation, medical aid and safe seating. It directed the sports ministry, Rajasthan Cricket Association and other stakeholders to submit a detailed compliance report on the arrangements. The directions were issued by Justice GR Moolchandani, chairperson of the commission, who said sports play an important role in human development, health and recreation. With large crowds expected during IPL matches, the commission said strong and coordinated arrangements were necessary. Referring to past complaints, the commission noted concerns over black marketing of tickets and their unavailability to genuine fans. It ordered organisers to ensure tickets are sold at regulated prices and warned of strict action in cases of malpractice. On spectator welfare, the commission instructed authorities to make separate and proper arrangements for women, children, senior citizens and Divyang persons. It said clean drinking water, adequate toilets, shaded waiting areas, proper seating and emergency medical services must be available inside the stadium. The commission called for a comprehensive plan on crowd control, traffic regulation, parking management, emergency evacuation routes, fire safety systems and adequate police deployment. Officials were asked to prepare detailed strategies to manage large gatherings and prevent any untoward incidents. All concerned departments, including police, municipal bodies, the health department, sports authorities and district administration, were directed to work in close coordination for smooth conduct of the matches. The commission said the aim was not only to ensure successful IPL matches but also to protect the rights and dignity of spectators. It set April 9 as the deadline for submission of compliance reports.
