Hyderabad HC seeks govt response on SI suicide

Hyderabad: Justice M S

Ramachandra Rao

of the

Hyderabad High Court

on Friday sought to know from the Telangana government that why the Medak police had failed to name DSP, CI and other policemen as accused in a criminal case registered after the alleged suicide of Kukunoorpalli SI

Ramakrishna Reddy

, despite the deceased naming them in his suicide note.

The judge was dealing with the petition filed by V Dhana Lakshmi, the wife of the deceased SI, who was seeking a CBI probe into the case.

Ramakrishna Reddy committed suicide on August 17, 2016 by shooting himself with his service revolver at

Kuknoorpalli

police station in Medak district. Dhana Lakshmi in her complaint said that DSP, Sridhar Goud, and circle inspector, Venkataiah, had harassed her late husband to indulge in corrupt practices and collect bribes from people in his police station limits. The petitioner complained that the officials had specifically instructed her husband to collect money from truck drivers/owners carrying sand loads. While referring to the suicide note, she said her husband had categorically stated that the officials were responsible for his death.

She complained that her husband, in his suicide note, had specifically stated that he had paid an amount of Rs 15 lakh to Sridhar Goud in the last two months and he had been paying a sum of Rs 15 Lakh regularly to Ramanjaneyulu, circle inspector Togutta.

The said statements issued by the investigating officer and the fact that the investigation is being conducted without initiating any proceedings against the accused officers as per fair enquiry norms clearly raises suspicion with respect to the process of investigation adopted by the respondents in the present case, she further alleged. The judge granted time to the government to respond to the allegation. "The present facts give rise to a rare scenario wherein the officers who themselves are involved in the commission of offences acting as investigating authorities and are derailing the investigation process, thereby denying justice to us," she said.

Further, investigation is being conducted by the same organization as that of those responsible for commission of offence and the inaction of the respondents till date in fairly conducting investigation has given rise to serious apprehensions on the genuineness and impartiality of the investigation", the petitioner said.

Her counsel S Niranjan Reddy brought to the notice of the court that the police booked a case of suspicious death despite knowing the reasons for his death. Persons who acted as abettors to the suicide are not arrayed as accused. Despite a suicide note, despite a complaint by his wife, the police are not acting in a fair manner, he said and urged the court to hand over the probe to CBI. When the judge questioned as to why the police have not named those who are named in the suicide note as accused, the government counsel took time to get instructions. The case was posted to Tuesday.
