MCG plans to seal properties, auction assets over unpaid GRAP challans

Gurgaon: MCG has initiated a stringent recovery drive against individuals and entities with pending challans issued during the graded response action plan (GRAP) implementation, warning of property sealing and even auction proceedings if dues remain unpaid.

MCG commissioner Pradeep Dahiya on Monday directed officials to expedite recovery, stating that enforcement teams issuing challans will be held accountable for ensuring payment collection.

He cautioned that negligence in recovery efforts would not be tolerated — 176 challans are currently pending, amounting to Rs 41.2 lakh in dues.

The move comes as the corporation compiles a list of violators fined during enforcement drives, including those under GRAP, but who have failed to clear penalties.

Most GRAP fines were issued for violating construction norms during the restricted period, officials said. During a review meeting at the MCG office, Dahiya directed junior engineers to accelerate recovery efforts and ensure that all outstanding dues are cleared promptly. “The responsibility of recovering dues lies with the same officials who issued the challans, reinforcing accountability at every level,” he said.

In addition to the recovery drive, the commissioner took a firm stance on development works. He instructed departments to avoid preparing unnecessary new project estimates unless properly justified. Officials must provide detailed records of past work and clear reasons for proposing similar projects again.

MCG has also strengthened oversight of its public grievance redressal systems, including the Mhari Sadak portal, Road Athena and the complaint-handling system. Dahiya ordered timely and quality resolution of complaints and sought explanations from junior engineers handling more than 40 pending cases. He announced that complaint resolution progress will now be reviewed on a weekly basis to ensure efficiency and accountability.
