Cons make fake bank account, steal Rs 6.5L housing refund of retired Armyman from Gurgaon
Gurgaon: An ex-serviceman has alleged that officials of Haryana's housing board and employees of Sarv Haryana Gramin Bank siphoned off over Rs 6.5 lakh by opening a fake bank account in his name to divert a long-pending housing refund. Police on Sunday registered a cheating case.The complainant, Tejram, a resident of Tikli village, said he applied under a housing scheme for ex-servicemen in June 2014 and deposited Rs 5.21 lakh for the allotment of a house. After the scheme was closed in 2015, he applied for a refund. He was asked to submit a no-objection certificate (NOC) from the bank. Tejram claimed he submitted an NOC obtained from the bank's Sector 4 branch in April 2015.
According to his complaint, the housing board informed him on Sept 20, 2022, that Rs 6,55,459, including interest, had been refunded. However, he said he did not receive the amount.During later correspondence, an accountant at the housing board's Panchkula office informed him that the amount had been transferred through RTGS on Jan 23, 2024, to an account in his name at the bank's Defence Colony branch in Hisar. Tejram alleged that he never opened any account at the Hisar branch and did not authorise the transfer. He claimed that a fake account was opened in his name using forged documents to divert the funds.After failing to get relief despite repeated representations, Tejram sent a legal notice on Nov 11, 2025, to the housing board, the bank's Defence Colony branch in Hisar, its head office in Rohtak, and the vigilance officer concerned, seeking a refund of the deposited amount with 18% interest and action against those responsible. The bank replied that the amount had been credited to the stated account, but Tejram maintained he did not receive the refund.Based on his complaint, a case was registered under sections 420 (cheating) and 120B (criminal conspiracy) of the IPC and forwarded to the economic offences wing for investigation. Police said they are examining bank records and documents to determine how the account was opened and who authorised the transaction.
