Haryana replaces ‘red tape’ with ‘red carpet’ to boost investments: Governor
Chandigarh: Haryana governor Ashim Kumar Ghosh on Friday claimed that Nayab Saini-led BJP govt in the state replaced "red tape" with a welcoming "red carpet" to transform Haryana into one of India's most trusted investment destinations.In his inaugural address on the first day of the budget session of the Assembly, the governor said policy clarity, strong infrastructure and reform-driven governance boosted investor confidence, attracted record investments and accelerated employment generation across the state.
"In the Business Reforms Action Plan ranking released by the Govt of India in Nov 2025, the state secured ‘Top Achiever' status with an impressive score of 99.5%, implementing 400 difficult reforms," Ghosh said.He said the state set new export benchmarks with Rs 2.75 lakh crore total exports and over Rs 1.61 lakh crore merchandise exports.Referring to measures spanning trade and industry, agriculture, governance and infrastructure schemes, with a focus on employment opportunities and social security for women, girls and antodaya families, the governor cited the passing of the ‘Jan Vishwas Bill, 2025', decriminalising 164 provisions across 42 state Acts, on Dec 22, 2025, as a step towards reposing trust in entrepreneurs. He said the present state govt created a strong ecosystem for ease of doing business by removing outdated rules and complex procedures that delayed certifications, licences and approvals.Ghosh said auto CLU approvals, simplified documentation and self-certification for fire NOCs made processes easier. He said labour reforms were advanced, including extended working hours in shops and permitting women to work night shifts with strict safety measures.He also said a new Rs 6,000 crore unit by Maruti Suzuki is to commence production in April 2026 at IMT Kharkhoda.The governor said 49 applications for setting up common facility centres (CFC) under the State Mini Cluster Development Scheme were approved, of which 32 CFCs are operational and 17 are under implementation. He said under the PADMA Policy, one special product was identified.He also presented a roadmap for inclusive urban growth and citizen services, referring to transparent governance, affordable housing and a world-class urban transport drive as part of the govt's development agenda. He said the extension of the Delhi Metro's Red Line from Narela to Kundli was sanctioned, and that 127 licences were issued this year under the Deen Dayal Jan Awas Yojana across 1,100 acres.The governor said the govt is committed to ensuring clean drinking water supply for every citizen. He called for constructive dialogue, people-centric governance and inclusive development, and said the budget session begins with a focus on consensus, the Constitution and public service.He said welfare of the last person and good governance remain the govt's utmost priority, and that unity, patriotism and ‘Sabka Saath–Sabka Vikas' will guide the state's development path. He also said Haryana leads the nation in GST growth and set new benchmarks in fiscal governance.The day's proceedings concluded with the presentation of papers and adjournment on reports of the privileges committee after obituaries.
