Day after 3-hr debate on 1 bill, 6 cleared in 1.5 hrs
Chandigarh: Haryana legislative assembly’s winter session ended on Tuesday with the passage of six bills in just 1.5 hours, a far cry from Monday when discussions on just one bill took three hours.
Bills passed on Tuesday included the Haryana Lease of Agricultural Land Bill, 2024, which mandates social security to landless farmers and gives rights to the landowner too, and Haryana Extension Lecturers and Guest Lecturers (Security of Service) Bill, 2024, which gives job security to extension and guest lecturers of higher education and technical education departments.
The third bill, Bharatiya Nagarik Suraksha Sanhita (Haryana Amendment) Bill, 2024, allows an increase in the limit of penalties which could be awarded by judicial magistrates.
Most legislations were cleared during the day by the assembly without much discussion. The Haryana Appropriation (No. 3) Bill, 2024, had some discussions, but speaker Harvinder Kalyan allowed MLAs only to discuss demands of their constituencies.
Legislations cleared
The Haryana Appropriation (No. 3) Bill, 2024 | This bill has been passed to provide for payment and appropriation of the Rs 8,591.38 crore out of the consolidated fund of the state of Haryana to meet the supplementary grants made by the legislative assembly for the expenditure of financial year 2024-25 in pursuance of articles 204 (1) and 205 of the Constitution.
Bharatiya Nagarik Suraksha Sanhita (Haryana Amendment) Bill, 2024 | This legislation is an amendment to Bharatiya Nagarik Suraksha Sanhita, 2023, specifically for the state. It was observed that under certain laws, like Negotiable Instruments Act, 1881, the objective of imposition of fine, instead of sentence, cannot be achieved due to maximum limit of fine prescribed under sections 23(2) and 23(3) of the Bharatiya Nagarik Suraksha Sanhita, 2023, as the amount involved in cheque bounce cases may be much higher than the fine, which can be imposed under the above sections. Also, fines have been increased under Motor Vehicles Act.

Haryana Goods and Services Tax (Amendment) Bill, 2024 | It is an amendment to Haryana Goods and Services Tax Act, 2017 and align it with recommendations made by GST Council. The state law will now be on the lines of amendments carried out in the Central Goods and Services Tax Act, 2017 by Finance Act, 2024 (Central Act 8 of 2024) and Finance Act (No. 2), 202 (Central Act 15 of 2024).
Haryana Lease of Agricultural Land Bill, 2024 | This legislation, passed unanimously, provides a mechanism for recognising leasing of agricultural land. It provides ownership rights to landowners. It also provides recognition to farmers cultivating land taken on lease and enable them access to loans, insurance, disaster relief and govt support.
Haryana Extension Lecturers and Guest Lecturers (Security of Service) Bill, 2024 | It provides security of service to extension and guest lecturers. It will affect 2,016 extension lecturers and 46 guest lecturers in govt colleges. It is proposed that these lecturers be provided security of service till the age of 58 along with assured financial incentives.
Haryana Technical Education Guest Faculty (Security of Service) Bill, 2024 | It provides security of service to guest faculty/instructors and assistant professors who are working in govt polytechnics, society polytechnics, and state institutes of engineering and technology (SIETs).
