CM defends govt on HPSC, HSSC recruitment debate
Chandigarh: A high-voltage debate ensued for over 2 hours, with chief minister Nayab Singh Saini strongly defending the BJP govt at the Centre and in the state during the discussion on the adjournment motion on HPSC and HSSC brought by the Congress on Wednesday.Most interestingly, both the treasury and opposition MLAs made the best use of clichés, couplets and jokes against each other. Minister Krishan Bedi, Mahipal Dhanda, Ranbir Gangwa and BJP MLAs spoke on behalf of the govt, in addition to Saini, who concluded the discussion with an assertion that the Opposition made false allegations of recruitment failures and that such claims caused hurt.
The opposition, led by Bhupinder Hooda, included Aditya Surjewala, B B Batra, Aftab Ahmed, Geeta Bhukkal, former Speaker Raghubir Kadian and Pooja Chaudhary, who went into the matter threadbare while asserting serious irregularities during recruitments in the state by two agencies, especially HPSC and HSSC, over the past 11 years. Aditya Devi Lal Chautala of INLD targeted both Congress and BJP govts on the issue of recruitment.In their address, Congress MLAs listed details of non-Haryana domiciled candidates recruited to various services in Haryana, and the volume of educated youth recruited to petty jobs or Group D. The Congress MLAs categorically accused the govt of delaying recruitments in the name of reforms. Besides this, the MLAs also gave examples of cancellation or rescheduling of exams following incidents of paper leaks.Responding to allegations, Saini categorically clarified that both the Haryana Staff Selection Commission and the Haryana Public Service Commission are autonomous institutions. Saini said that during Congress's 10 years of rule, total recruitments of 3,593 were made through HPSC, while the present govt recruited 11,017 candidates through HPSC in its tenure. He said that in the current period, both institutions are working impartially and transparently without any pressure.Referring to recruitment processes, he said the Haryana Staff Selection Commission withdrew an advertisement for 8,653 posts because the CET exam was to be held. He said that, so that new candidates could also participate in this exam, the Commission re-advertised with increased posts. He said the govt is conducting every exam transparently without any irregularity, and alleged the Opposition was trying to spread confusion to mislead the youth of the state. He said the youth of Haryana, who became disappointed and frustrated with Haryana's recruitment agencies, regained faith in these agencies.The chief minister alleged that during the Opposition's time, there was dominance of nepotism and regionalism. "11 recruitments made during Congress's 10 years of rule were cancelled, and the future of 7,338 youth was uncertain. The policy of making temporary employees permanent by the Congress govt was also cancelled by the court, and orders were given to remove 4,645 employees in 6 months. The present govt has adjusted those employees," he said. Addressing allegations that jobs were given to outside youth in AO and SDO recruitment, he said children who passed the GATE exam were recruited in power utilities on merit, and that among them, about 60 percent were youth from Haryana. He said talented youth of Haryana are making their mark with their talent in every sector, in every state of India and across the world."In 2006, the SC backlog was 14,995, and the BC backlog was 5,929, and in 2024, the govt made the SC backlog 145, the BC(A) backlog 180 and the BC(B) backlog 0.
