According to the communication, the matter came to light during a meeting of the Punjab Congress Legislature Party at the assembly at 10am. Bajwa stated that certain ministers of the Punjab govt, including PWD minister Harbhajan Singh ETO, along with some MLAs of the Aam Aadmi Party and party workers, allegedly staged a protest inside the assembly, and were accompanied by band players carrying musical instruments.
Bajwa said the incident amounted to a serious violation of security norms and the rules governing the assembly. Referring to the rules of procedure, he noted that the term "Precincts of the House" covers the entire assembly complex, including areas within the outer speaker gate and the outer staff gate, as well as other places specified by the speaker from time to time.
He pointed out that the complex is designated as a restricted and sensitive zone, where the entry of private individuals without authorisation and the staging of demonstrations are prohibited.
Bajwa also highlighted that the budget session was scheduled to begin the same day, with the governor addressing the House. He said conducting such a protest before the governor's arrival was "inappropriate and amounted to a serious breach of security protocol".
In view of these concerns, Bajwa urged the Governor to direct the Chandigarh Police to conduct a thorough investigation into the matter and ensure strict action against those responsible for what he described as a breach of security and violation of vidhan sabha rules.
