The decision to set up the museum at this site was taken because the conference hall and residential office of Madhusudan Das once functioned from there. The initiative aims to preserve and showcase the life, ideals and contributions of Madhu Babu. The minister said Madhusudan Das and his daughter, Shailabala Das, played a pioneering role in strengthening women's education in Odisha. He added that the proposed memorial museum would inspire future generations by keeping alive Madhu Babu's legacy and vision. In 1952, Shailabala Das donated her father's residence for promotion of women's education in Odisha, which led to the establishment of Shailabala Women's College. She also donated her own residence, Madhumandir, to support the institution. Higher education commissioner-cum-secretary Aravind Agarwal and secretary of the Odia language, literature and culture department Bijay Ketan Upadhyaya attended the meeting.
