dharwad: the state government''s decision to transfer commissioner of hubli-dharwad municipal corproration (hdmc) v.m. kulkarni has evoked concern among many councillors and citizens. according to sources here, registrar (evaluation) of karnatak university, shivayogi kalasad will be the new commissioner of hdmc while v.m. kulkarni will be the registrar (evaluation) of karnatak university.
some corporators expressed apprehension and said the commissioner''s transfer had come at a time when the twin cities were facing the water problem. they added, the transfer may hamper the hdmc''s efforts to supply water once in five days. corporator basaveshwar agadi (independent), chandan savadi (congress), veeresh anchatageri (bjp) told the times of india on wednesday, the government should have effected the transfers towards may end since the water problem would have been overcome by then. they urged urban development minister b.b. chimmanakatti and water resources minister h.k. patil to allow kulkarni to continue for another eight weeks. this would also help shivayogi kalasad to complete the university''s examination work, they added. stating that they were not opposed to kalasad''s posting as commissioner, the corporators said, their concern was the water project launched by water resources minister h.k. patil. some other corporators felt things may hasten with a young officer taking charge as commissioner. shivayogi kalasad, a kas officer and an engineer from rec suratkal, was registrar, karnatak university. with the government deciding to post a senior ips officer to the post of registrar, former police commissioner of hubli-dharwad y.r. patil took over from kalasad and the latter was shifted to the post of registrar (evaluation). v.m. kulkarni when contacted said, as a government employeed, he would abide by the decision. he added, he was yet to recieve the transfer order.
