Canada opens doors wider for international graduate students despite overall intake cap reductions
In a significant shift that recalibrates its international education strategy, Immigration, Refugees and Citizenship Canada (IRCC) has announced new measures to fast-track and prioritize applications of master’s and doctoral foreign students enrolling in Canada. These students will also not be covered by the overall cap on foreign student intake.
The immigration plan levels for 2026-2028, announced recently, had halved the admission targets, with admissions capped at 1.55 lakh in 2026 and 1.50 lakh in 2027. Following this announcement, IRCC announced relaxations for post graduate international students.

From January 1, 2026, international students admitted to master’s or doctoral programsat Canadian public Designated Learning Institutions (DLIs) will be exempt from the national enrolment cap and will no longer need to secure a provincial or territorial attestation letter(PAL/TAL). International students at private DLIs, however, will remain subject to the cap and attestation requirements.
Further, doctoral students applying from abroad will be eligible for an expedited online study-permit process, with a target turnaround time of just 14 days (provided their application is complete and biometrics submitted).
The policy also extends important benefits to student families: dependent spouses andchildren applying alongside the student will be eligible to accompany them, with spouses qualifying for open work-permit applications and dependent children for study or visitor visas.
The move comes amid Canada’s broader strategy to reduce the total number of new temporary-resident student permits, and to bring the temporary-resident population closerto under 5 per cent of its total population (which is 415 lakh) by the end of 2027.
Essentially, Canada is signaling that while the overall volume of international students will be trimmed, it seeks to attract more advanced-degree candidates—those who can feed into research, innovation, and skilled-talent pipelines.
U15 Canada, an association of fifteen leading Canadian research universities, welcomed this move. “Graduate students studying at U15 universities are drawn by a world-class learning experience and advanced research opportunities. Many choose to stay and contribute directly to Canada’s capacity to innovate and compete in critical fields. Securing this talent pipeline by exempting international graduate students will help our universities compete internationally,” stated its release.
“The decision to exempt graduate students from permit caps is an important steptowards rebuilding Canada’s immigration system in a sustainable manner, focused onattracting top talent and leveraging our reputation as a global destination for excellence,”said Robert Asselin, CEO of U15 Canada.
For Indian students in particular, this initiative could shift more interest toward Canadiauniversities’ advanced-degree programs. However, candidates should not assume the process is automatic: they still need a valid Letter of Acceptance (LOA) from a Canadian DLI, proof of funds, accurate documentation, and timely biometrics submission. Institutions will also need to align their international-student offices to ensure LOAs are validated, and applications are streamlined to meet the fast-track timelines.
