Concerned about the declining birth rate, which has dropped from 4.8% in the 1980s to below 1%, he's urging measures to boost population growth. Supreme Leader Khamenei prioritizes this issue. In 2022, a law was passed promoting marriage and childbearing, restricting public health family planning services. Critics argue that poor living standards and widespread poverty hinder effective family planning.
