India is on the verge of operationalising three integrated military theatre commands — the most far-reaching defence reform since Independence with Chief of Defence Staff General Anil Chauhan racing to secure Cabinet Committee on Security approval before his retirement in May 2026. The reform, first recommended by the Kargil Review Committee in 1999 after the conflict exposed dangerous gaps in joint warfare coordination, would establish a Western Theatre Command in Jaipur covering the Pakistan border from the Saltoro Ridge to the Rann of Kutch, a Northern Theatre Command covering Ladakh to Arunachal Pradesh, and a Maritime Theatre Command in Thiruvananthapuram consolidating all naval assets alongside select Air Force squadrons. Both land commands will draw from Army and Air Force resources, with commanders alternating between services. India currently operates 19 commands, 17 of which are single-service. Against this, China faces India with a single unified Western Theatre Command integrating both Army and Air Force under one commander, a structure Beijing put in place in 2016 when it reorganised the entire People's Liberation Army into five theatre commands. India is, by that measure, eight years behind. The post of Chief of Defence Staff was created only in January 2020, and General Bipin Rawat's death in a helicopter crash in December 2021 set the process back significantly. General Chauhan restarted consultations, navigated significant inter-service resistance particularly from the Air Force, and secured in-principle Defence Minister approval in September 2024. Cabinet approval is now the final formal hurdle. General Chauhan himself estimates full implementation will take approximately two years, meaning the hard work of merging commands, reallocating assets and building a joint warfare culture still lies ahead. The reform Kargil made necessary in 1999 may finally be formalised in 2026.
