Russia slams EU’s plan to use frozen Russian reserves to fund rising military expenditures. Security Chief Sergei Shoigu warns: “The West will answer for every cent they steal.” EU reportedly eyeing €200B held in Euroclear to offset debt from NATO defence targets. Moscow accuses the West of looting sovereign wealth, comparing it to Libya and Syria cases.
