Homeland Security Secretary Kristi Noem called the incident domestic terrorism after an officer was struck by a vehicle. Authorities say the woman repeatedly harassed ICE officers and attempted to run one over before being shot. Minneapolis mayor Jacob Frey criticised the federal crackdown as tensions rose across the Twin Cities. Governor Tim Walz said National Guard deployment remains possible and urged peaceful protest while the FBI investigates.
