The report says investigators found 'credible evidence' of torture possibly amounting to 'crimes against humanity'. In its 48-page report, the UN Human Rights report stopped short of calling the torture a genocide. The report was released minutes before Michelle Bachelet, the UN high commissioner for human rights, was set to leave office.
