UP Transformation Dialogues: Manoj Kumar Singh highlights state's economic, agricultural, and industrial growth
The UP Transformation Dialogues, a flagship initiative by The Times of India, was held on Friday, bringing together policymakers, industry leaders, experts, and change-makers to chronicle Uttar Pradesh’s transformation journey.
In his keynote address, Manoj Kumar Singh, CEO of the State Transformation Commission, Uttar Pradesh, highlighted the state’s shift from intent-driven governance to outcome-driven governance.
“Governance reforms are helping build trust, predictability and confidence,” he said, emphasizing the role of law and order, political stability, and administrative reforms as enablers of growth. Singh also underlined Uttar Pradesh’s alignment with the national vision of Viksit Bharat @2047.
Singh highlighted the state’s economic and industrial achievements, noting that Uttar Pradesh is the only state that increased its budget, with per capita income also on the rise. He spoke about the development of India’s largest IT and electronics ecosystem in Noida and Greater Noida and the emergence of four to five industries in the defence sector.
He also praised Uttar Pradesh’s agricultural strength and human resource potential. “UP's strength is agriculture and human resource. UP's agricultural ecosystem is unparalleled. 86% percent of UP's agriculture is under assured irrigation. The focus of the government is to enhance the crop's productivity,” Singh said. Plans are underway to build an agriculture export hub near Jewar, enabling direct export of agricultural and horticultural commodities through cargo planes, along with a logistics hub in Noida-Greater Noida.
On women’s empowerment, Singh highlighted that over one crore women are involved in self-help and other independent groups. “The government will bear their rental costs of shops and marketing for them,” he said. He also spoke about renewable energy initiatives and the establishment of a state data authority to strengthen governance.
The UP Transformation Dialogues provide a platform for policymakers, industry leaders, innovators, and change-makers to examine the state’s development trajectory. The event features panel discussions and fireside chats on institutional reforms, innovation-led growth, healthcare access, youth empowerment, gender equality, rural development, and cultural resurgence.
Designed to merge policy perspectives with grassroots insights, the dialogues aim to show how Uttar Pradesh is translating ambition into measurable outcomes and positioning itself as a key driver of India’s growth.
