UP in transition: New data highlights job growth and women’s participation
Uttar Pradesh, a state long associated with economic challenges, is now showing signs of a steady shift in employment, industrial activity and women’s participation in the workforce, according to recent official data and state-level assessments.
Findings from the Periodic Labour Force Survey (PLFS) and Uttar Pradesh’s first Women Economic Empowerment (WEE) Index point to changes in labour trends, infrastructure coverage and policy focus across the state.
PLFS data indicate a decline in unemployment in Uttar Pradesh over the past few years. The unemployment rate fell from 6.7% in 2017–18 to 2.4% in 2023–24.
During the same period, the labour force participation rate increased from 44.6% to 60.1%, suggesting that a larger share of the population is actively seeking or engaged in work.
The WEE Index, launched at the district level across all 75 districts, highlights a rise in women’s economic participation. Female labour force participation increased from 14% in 2017–18 to 36% in 2023–24.
Policy changes have also expanded employment options for women. Restrictions on women working in certain factory categories have been removed, allowing them to be employed across all 29 categories, including night shifts, subject to safety measures such as transportation and workplace security.
At the community level, self-help groups have played a role in income generation. Officials say more than 10 lakh self-help groups are active in the state, linking over one crore women to livelihood activities, particularly in rural areas.
Data from state agencies shows near-universal road connectivity, with almost all villages linked by all-weather roads. Internet access has expanded as well, with high-speed connectivity reportedly covering about 93% of the population.
On the industrial front, regions such as Noida have emerged as manufacturing centres, particularly in electronics, while initiatives like the defence corridor and the One District One Product (ODOP) scheme aim to support local manufacturing. Uttar Pradesh ranked tenth among Indian states in terms of foreign direct investment inflows, according to recent figures.
Micro, small and medium enterprises (MSMEs) remain a key part of the state’s economy. A single-window clearance system has been introduced to simplify approvals, supporting nearly 90 lakh MSMEs operating across sectors.
The state has grouped districts into four categories—Champions, Leaders, Contenders and Aspirational to tailor development strategies. Districts such as Lucknow, Varanasi and Gautam Buddha Nagar fall under the Champion category, while targeted programmes focusing on skills, employment and safety are being rolled out in aspirational districts.
Officials say that the approach is aimed at reducing regional disparities while sustaining growth. As indicators such as employment, infrastructure access and women’s participation improve, Uttar Pradesh is seeking to align more closely with national economic averages while expanding its role in India’s broader growth trajectory.
