St Kilda is a beach town home to pretty promenades, uber-cool cafes, fine dining restaurants and of course the company of local crowds to hang out with. It is worth spending as long as the whole day and the best time to visit is certainly when the dusk comes calling, just before the sun sets. You can go for a walk along the pier, get some fantastic panoramic views of the city from Port Philip Bay and the round it off with a beautiful view of the sun setting over the waters. If possible, stick around further and you may as well catch a glimpse of the post dusk penguin parade. All this for free.
During day time St Luna theme park is another option – it’s got a ticket for the rides but the entry is free – so you can just look around after getting greeted by the big smiling moon face at the entrance.
