The Capitol Complex also includes the Open Hand Monument, a giant public sculpture which has become the symbol of the city. Rising to a height of 85 feet from the sunken 'trench of consideration,' it looks like a cross between a flying dove and an open hand. It rotates with the wind, like a weathervane. According to Le Corbusier, the hand was open “to give and receive”, and as a sign of optimism.
