Change didn't happen, thanks to wrangles on delimitation. Point is, if govt didn’t add its 50% formula to the bill, neither did opposition push an amendment to delink 33% from delimitation


There was a moment, during the debate in Parliament on women’s reservation and delimitation constitution amendments, when it looked like better sense might prevail. Home minister said, an official amendment was ready, providing for a uniform 50% increase in seats for all states, which could be circulated within an hour. But neither did the House adjourn, nor was the amendment circulated.
