Difference between Circle Rate and Market Rate in India: What every property buyer must know

Every time you go buy a property, you will come across two terms which are very common, Circle Rate and Market Rate. These are important benchmarks determining property valuation influencing property transactions. But they serve extremely different purposes. It is important to understand the essential differences between the two before signing any kind of deal.

Circle Rate

In simple words, the circle rate is set by the state government for property transactions. Also known as ready reckoner rate or collector rate or guideline value, it is the minimum price set in a particular region. This rate is a legal benchmark as property cannot be registered below this value. The Circle Rate is mainly used in calculating stamp duty and registration charges.

The rate differs across cities and localities and is influenced by several factors including infrastructure and connectivity, among others.

Market Rate

Market rate, in simple words, means the actual price at which a property is bought or sold. But this particular price is influenced by demand and supply, location, future, and negotiation power. Market rates keep fluctuating, reflecting real-time conditions in real estate.

Understanding main differences between Circle Rate and Market Rate

Pricing: Circle rate is decided by the government, while market rate keeps fluctuating in real time.
Purpose
: Circle rate is for fair taxation, and prevents undervaluation. Market rate indicates the actual value of a property.


Flexibility: Market rates change as demand rises or decreases, but circle rates are revised from-time-to-time.
Significance: These rates are important for calculating stamp duty. It is calculated on the higher of the circle rate or actual transaction value.

What happens when the gap is large

In most Indian cities, market rates are higher than circle rates. But when the gap is large, it can lead to:

Under-reporting of the value of the property
Use of unaccounted money in transactions
Lower tax revenue for the government

Buyers must understand that both rates are crucial but a property transaction should take place close to the circle rate to avoid further legal or financial discrepancies.​
