Russia rolls out new tourist tax starting January 1, 2025

Russia has introduced a new tourist tax on January 1, 2025, replacing the former resort fee, as reported by local media. If reports are to go by, this initiative is part of a phased strategy to enhance regional tourism infrastructure and boost local economies.
Under the new framework, travellers staying in hotels and other accommodations will contribute an additional 1% of their lodging costs. Over time, this rate will increase incrementally, reaching 3% by 2027. To ensure a minimum contribution, the government has set a daily charge of at least 100 rubles (approximately $0.9 USD).

The tourist tax was enacted through amendments to the Russian Tax Code in July 2024, which added a dedicated chapter titled “Tourist Tax.” This provision empowers regional authorities to adopt the tax as a local levy. Regions with flourishing or budding tourism industries have been quick to implement this measure, recognizing its potential to support their growth.
Despite being formally imposed on hotels and other lodging establishments, the tax will be incorporated into the cost of lodging, so being passed on to guests. This tax introduction reflects a structured and scalable approach, transitioning from the earlier resort fee. By standardizing contributions and enabling gradual increases, the government aims to provide a robust framework for sustainable tourism development.
Russia has also formally eliminated export taxes on anthracite, coking coal, and thermal coal as of January 1, 2025. October 1, 2023, marked the beginning of these flexible tasks, which continued until the end of 2024. Anthracite and thermal coal duties were temporarily suspended from May 1 to November 30, 2024, while coking coal duties were removed earlier than anticipated in November 2024.

The decision to eliminate these duties stems from efforts to support the coal industry. It underscores Russia's commitment to balancing economic growth with sector-specific relief measures.
