As per the Directorate of Information and Public Relations (Govt. of Mizoram), Mizoram, on May 20, 2025, became the first fully literate state under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. Here’s a look at India’s top 10 states with highest literacy rates.

Mizoram stands proudly at the top with an astounding 98.2% literacy rate, making it the most literate state in India. Mizoram is the first fully literate Indian state in 2025.
