India's top 10 states with highest literacy rates in 2025

India’s journey toward literacy has been remarkable, with states and Union Territories showing significant progress in ensuring access to education for all. The latest figures reveal that smaller and northeastern states have taken the lead, showing how consistent policy focus, community involvement, and inclusive education models can transform societies.
As per the Directorate of Information and Public Relations (Govt. of Mizoram), Mizoram, on May 20, 2025, became the first fully literate state under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. Here’s a look at India’s top 10 states with highest literacy rates.

Mizoram

Mizoram stands proudly at the top with an astounding 98.2% literacy rate, making it the most literate state in India. Mizoram is the first fully literate Indian state in 2025. Education in Mizoram is deeply rooted in its social fabric. Almost every village has a school, and community-driven initiatives have played a vital role in achieving this status. Mizoram’s success story shows how even geographically challenging regions can excel through dedication and collective effort.

Lakshadweep

The scenic Union Territory of Lakshadweep ranks second with an impressive literacy rate of 97.3%. Despite its limited population and remote island setting, it has successfully developed an inclusive and efficient education system. The Lakshadweep administration places strong emphasis on schooling, ensuring that every island is equipped with well-established government institutions and qualified teachers.

Nagaland

Nagaland’s 95.7% literacy rate reflects one thing - education as a means of empowerment.
