A sweeping consumer-facing policy reform, which has seen more bottlenecks than progression over the past three years, is finally gathering momentum.
More than half-a-dozen state governments, including Delhi, Karnataka, Haryana, Punjab, Tamil Nadu, Goa and Kerala, are evaluating pilot projects of home delivery of spirits, starting with mild-alcohol content spirits such as beer, rice beer, mead, wine and liqueur.
