The Election Commission of India (ECI) on Monday announced the launch of the all-India Special Intensive Revision (SIR) of electoral rolls, marking the ninth such exercise since Independence and the first in 21 years. Addressing a press conference, chief election commissioner Gyanesh Kumar said Phase-II of the SIR will be conducted across 12 states and Union Territories—Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Telangana—covering nearly 51 crore voters.
The process will involve 5.33 lakh Booth Level Officers (BLOs) and over 7 lakh Booth Level Agents (BLAs) from political parties. Chief election commissioner Gyanesh Kumar said the ongoing Special Intensive Revision (SIR) of voter lists is the ninth such exercise since independence.
He noted that the last nationwide SIR was conducted 21 years ago, between 2002 and 2004.
Addressing the press conference in New Delhi, the CEC highlighted that over the years, frequent migration, duplicate voter ID cards, non-removal of deceased voters, and wrongful inclusion of foreigners have impacted the accuracy of voter rolls.
“Hence, the ECI decided to conduct a step-wise SIR across the country,” he said.
He noted that the last nationwide SIR was conducted 21 years ago, between 2002 and 2004.

The Election Commission of India has announced the nationwide Special Intensive Revision (SIR) of electoral rolls — the ninth such exercise since Independence and the first in over two decades. Phase-II will cover 51 crore voters across 12 states and Union Territories. House-to-house enumeration will begin on November 4, followed by draft rolls on December 8 and final publication on February 7, 2026.
