Prem Kumar Dhumal said on Thursday that the state government would be proposing an annual plan of Rs 3,300 crore for the financial year 2011-12 which would help it ensure speedy and uniform development of the state, besides ensuring social justice to all.
Initiating discussions for the annual plan formulation with the MLAs, he said that road, education and health had been accorded top priority, besides generating resources and providing employment opportunities, especially of self-employment to the youth, to ensure prosperity at all levels.
The chief minister expressed concern over the recommendations of the 13th Finance Commission, alleging that it had not taken the liabilities of the state on account of the latest pay-scale revision, pension and interest in the right perspective.
