The row around Bihar’s Special Intensive Revision (SIR) of the electoral rolls heated up further on Wednesday, with Congress MP Manickam Tagore submitting an adjournment motion in the Lok Sabha to demand an urgent discussion. He described the Election Commission’s voter list revision process as “dangerous and unconstitutional”, claiming it could lead to the large-scale removal of names belonging to poor and marginalised communities ahead of the state’s upcoming assembly elections.
Tagore accused the Narendra Modi-led government of misusing the Election Commission to “systematically disenfranchise” Dalits, backward castes, and the poor. He argued that such a move violates the right to vote, a basic constitutional guarantee shaped by the vision of Dr BR Ambedkar.
In a strongly worded notice, Tagore claimed the SIR exercise resembled colonial-era tactics when only property-owning elites were allowed to vote. “This calculated disenfranchisement is reminiscent of colonial practices... The current regime's actions reveal a Manuwadi mindset that seeks to reverse the democratic gains of social justice and universal adult franchise,” he said.
The Opposition has been raising the issue inside and outside Parliament, with several MPs moving similar notices on Tuesday. Both the Lok Sabha and Rajya Sabha witnessed heavy disruptions due to protests, leading to adjournments until July 23.
Today, Opposition parties are planning a symbolic protest at 10:30 am at Makar Dwar inside Parliament premises. Many MPs are expected to wear black bands to express their anger and solidarity with Bihar’s marginalised communities who may lose their voting rights due to the revision process.
The controversy over the SIR has become a flashpoint in the Monsoon Session, with Opposition parties warning that the exercise is politically motivated and aimed at shrinking the voter base in favour of the ruling party.

Parliament Monsoon Session: RS Dy Chairman rejects Oppn adjournment notices to discuss Dhankhar's resignation
Rajya Sabha Deputy Chairman Harivansh on Thursday rejected nearly 30 adjournment notices submitted by Opposition members, including one calling for a discussion on the “unexpected resignation of Chairman Rajya Sabha” and former Vice President Jagdeep Dhankhar. Indian Union Muslim League MP Abdul Wahab demanded a debate under Rule 267 on the matter.
Dhankhar resigned on July 21 citing health reasons, but Opposition leaders have questioned the official explanation, suggesting he may have been forced out due to internal differences. The resignation was formally communicated to the Upper House the following day.
Congress chief Mallikarjun Kharge said, “The government should answer why he resigned. I can see 'dal mein kuch kaala hai.' His health is fine... Who and what is behind his resignation should be known to the country.”

Speaker Om Birla urged the MPs to return to their seats and assured them they would be given a chance to speak as per the rules. He singled out senior Congress leader K C Venugopal, saying such protests were not in line with the party’s tradition.

"I believe reforms are very necessary for democracy. You only need to bring one document, not all of them... I think if such reforms do not happen in democracy, you won't even know how many of our citizens voted and how many people from outside voted..." he told ANI.
The Election Commission of India revealed over 52.30 lakh voters were missing from their registered addresses. These included deceased, permanently shifted, duplicate, or untraceable voters.

The central government is set to introduce the National Sports Governance Bill, 2025, and the National Anti-Doping (Amendment) Bill, 2025, in the Lok Sabha on Wednesday. The aim is to promote sports, support athletes, and introduce fair governance in Indian sports bodies. The bill is expected to bring BCCI under its ambit, ensuring that cricket, like other sports, follows clear rules and ethical standards. Union Sports Minister Mansukh Mandviya will move the bills. The government hopes this step will help India become a global sporting power and boost its chances of hosting the 2036 Olympic Games.
Parliament Monsoon Session Live Updates: Congress MP Manickam Tagore on Wednesday submitted an adjournment motion in the Lok Sabha to raise concerns about the ongoing voters' list revision in Bihar. The Election Commission is conducting a Special Intensive Revision (SIR) exercise ahead of the upcoming assembly elections in the state.
Tagore called the move “dangerous and unconstitutional” and accused the Narendra Modi government of using the Election Commission as a tool to suppress the votes of poor, backward, Dalit, and marginalised communities. He claimed the process could violate the constitutional right to vote, as guaranteed by Dr BR Ambedkar.
In his notice, Tagore compared the move to colonial-era systems where only the wealthy had the right to vote. He said the government’s actions show a "Manuwadi mindset" that goes against the principles of universal adult suffrage and social justice. He warned that the revision drive is an organised effort to keep the masses out of the voting process.
The Opposition has been strongly opposing the SIR exercise and raised the issue in Parliament on Tuesday. Both Lok Sabha and Rajya Sabha were disrupted as several Opposition MPs submitted adjournment notices on the same issue. The Houses were adjourned until July 23 after repeated protests.
Today, the Opposition plans to hold a protest at Makar Dwar inside the Parliament premises at 10:30 a.m., wearing black bands. The aim is to bring attention to what they say is a deliberate attempt to disenfranchise marginalised groups in Bihar through the revision process.
The Lok Sabha and Rajya Sabha will reconvene at 11:00 am. The debate around the Election Commission’s revision drive is expected to continue, with the Opposition determined to press the issue.
