The project would include hospital information system, electronic health record facilitated with health information exchange, online delivery of services, citizen portal, online monitoring systems for services and others, health minister JP Nadda informed the Lok Sabha on Friday.
Nadda said the ministry is developing a digital platform - Integrated Health Information Platform (IHIP) - to enable creation of inter-operable health record which can be made available and accessible nationwide.
“Health Ministry is working towards setting up of IHIP to enable creation of inter-operable health record which can be made available and accessible nationwide,” Nadda said.
Besides, the health ministry is also setting up National E-Health Authority as a statutory body for promotion and adoption of e-health standards, to enforce privacy and security measures for electronic health data and to regulate storage and exchange of electronic health records, he added.
He said under the National Health Mission (NHM), states and Union Territories are being provided assistance to bring various hospitals such as district and sub-district hospitals online. National health portal has also been set up to provide healthcare related information to citizens.
“Standards of Electronic Health Record has been notified by Health Ministry in 2013 so that uniformity and standardisation could be ensured among different e-health systems,” Nadda said.

First of all country needs robust healthcare delivery system at primary, secondary and tertiary level which doesn''t exist or function, limited availability in private sector where common man finds costs unbearable. Technology automation is the next step.Regarding digital health/ heath IT, there are vested groups and individuals that have been working since UPA government. Same set of individuals are involved right now. These people have their own business interests to promote after adoption of standards. First set of standard documents lack quality and contain irrelevant information. Certain individuals having no real credentials are leading advocacy as well. There are those who are retired from Government but still connected to the lobby. There is another large company that has taken multi year government contract where draft standard was used as qualifying criteria, again during UPA tenure with Congress state government. Entire health IT governance framework creation and various projects need to be inspected. Current set of individuals involved need to be removed.
