The intelligence agencies have also found that Mintoo was in touch with Pakistan-based terror outfits, the Inter Services Intelligence (ISI) and senior officials of Pakistan army who look and supervise India specific operations.
Officials say that Mintoo knew several Khalistani terrorist leaders based in Germany and used to run his operations in Thailand with their help before he was caught in 2014.
Mintoo's plan was to flee to Goa, where he had lived for 18 years, from Delhi and then to Nepal after some time. From Nepal, sources say, Mintoo had to go to Malaysia and then Germany.
Investigators will try to find out the international hand in his escape plan since he was close to the ISI.
Officials say that Mintoo, before his arrest in 2014, was using a fake Malaysian passport to travel around. He had travelled to Cambodia, Laos and Myanmar besides Thailand, where he had set up his base. He was reportedly using Thailand for mobilizing funds for banned pro-freedom Sikh groups.
He was initially associated with Babbar Khalsa International. However, in 2009, he left the organisation and revived KLF.
