Poverty isn’t just about low income. Lack of home ownership, nutrition and education matters, too. Between 2005-06 and 2015-16, India made strides in providing the poor with these basics. But progress has slowed a tad since. Covid didn’t help and a lower base could be making a difference too.

When countries count their poor, they usually look at only one thing – people’s income. They find out the income level at which people can fulfil their basic calorific needs, and this becomes the poverty line. Everyone earning less than this level is poor.
