NEW DELHI: A Lok Sabha well short of quorum debated National Disaster Management Authority (NDMA) Bill on Friday afternoon, generally the time when MPs play truant and head home.That many member-hours have been lost to the Volcker controversy during this session, did not seem to have checked the weekend absenteeism.The post-lunch session was delayed for lack of quorum ��� 10% of the effective strength of the House, that is 54.
The attendance during the debate did not exceed 42, including seven ministers.
As home minister Shivraj Patil piloted the Bill, already passed by the Rajya Sabha, absentees included the leader of the house, the leader of the Opposition and most of the parliamentary party leaders.There were only two members of the main Opposition BJP. Tamil Nadu members had only last week protested at the Centre's 'negligence', demanding funds to tackle the Chennai deluge. But DMK's A Krishnaswamy had no company from UPA alliance partners representing TN to repeat the act. Parts of Gujarat had witnessed heavy rains and damage to life and property this monsoon. But union minister Shankarsinh Vaghela was the sole Gujarat member present.Similarly, Mumbai had its worst deluge in years, but only Gurudas Kamat was present. Andhra Pradesh, another home to cyclones, was better represented with K S Rao (Congress), Sudhakar Reddy (CPI) and many others present. But minister from the state, Renuka Chowdhury, kept reading a magazine. When she rose to intervene, she surprised even Patil, who cautioned her against participation. Her insistence that she was in the House primarily as a member provoked objections from Varkala Radhakrishnan (CPM).The common demand during the inconclusive debate was that elected representatives be included on disaster management at all levels.
