Lack of electoral merit is a big handicap for the top leader, because then he has to play a second fiddle to someone , swallow insults and suffer public humiliation. Lateral entries are necessary when domain knowledge, intellect, honesty and capabilities are not adequately represented among the electorate but definitely not at the top. RaGa's tearing the ordinance in public was like an Owners brat cocking a snoot at the CEO with logical repercussions in all areas of governance. The manipulators and sycophants of the powers that be love such situations.
