BHOPAL: Ex-Army chief Gen V K Singh on Monday blamed bureaucracy for the controversy over troop movement during his tenure in 2012.
He said it tried to "cook up" something about a routine exercise. "Former DGMO Lt Gen A K Choudhary had already explained the issue to then defence secretary. I have already said it was a fable of a sick mind," Singh told reporters here.

Singh criticized the Congress-led UPA government for failing to deliver on security matters. He claimed BJP's prime ministerial candidate, Narendra Modi, is "the only leader who can boldly take up national security issues.
He accused the Centre of "fooling everyone" over one rank, one pension scheme for defence personnel.
"I don't understand what new has been achieved as the scheme was principally accepted 26 years ago after recommendation of K P Singhdeo committee. There is nothing new."
The retired Army chief criticized AAP leader and ex-Delhi chief minister Arvind Kejriwal, saying joining politics was his "biggest mistake".
