India argued at the International Court of Justice (ICJ) that countries with minimal past emissions shouldn't shoulder the same burden as developed nations in combating climate change. The court is hearing a landmark case on responsibility for climate change.

India told the ICJ that developed countries have used a disproportionate share of the global carbon budget. The country's obligations, India said, hinge on receiving climate finance and achieving climate justice. "Developing countries' obligations depend on fulfilment of two important aspects -- climate finance and climate justice," India's representative, JS, MEA Luther M Rangreji, told the court.

Representing approximately 17.8% of the global population, India contributes less than 4% to climate change, according to Rangreji. He emphasized the limitations on how much India can burden its population, even while pursuing Sustainable Development Goals. "There is limit on how much we burden our citizens, even when we are pursuing Sustainable Development Goals for 1/6th of humanity," Rangreji said.

India's position at the ICJ is that developed countries are historically responsible for the climate crisis and must address it. Despite what India called a lack of promised financial and technological support, India affirmed its commitment to its Nationally Determined Contributions (NDCs) under the Paris Agreement. "We are committed to our NDCs under Paris Agreement, despite lack of promised financial, tech support from developed countries," India stated.

India criticized current climate finance from developed nations as insufficient for developing countries' adaptation and mitigation needs. The country called on developed nations to reach net-zero emissions well before 2050 and stated that the new climate finance package agreed upon at COP29 in Baku is inadequate and too far off.

"Climate finance by developed nations inadequate to meet developing countries' needs in adapting to, mitigating climate change," India stated. The country further asserted, "Global cooperation on climate change cannot succeed without addressing existing inequities in responsibility and capacity." Finally, India criticized the recent agreement at COP29: "New climate finance package for Global South agreed at COP29 in Baku too little, too distant."

Delhi schools will return to full-time, in-person learning immediately. The Delhi government’s Directorate of Education (DoE) announced the decision following the Commission for Air Quality Management (CAQM)'s directive to lift GRAP (Graded Response Action Plan) stage III and IV restrictions. This affects all government, government-aided, unaided recognized private schools under the DoE, New Delhi Municipal Council (NDMC), Municipal Corporation of Delhi (MCD), and Delhi Cantonment Board. Previous circulars and related orders regarding school closures or online learning are now revoked.

​​​The DoE stated, “All the Govt., Govt. Aided, Unaided Recognized Private Schools of DoE, NDMC, MCD and Delhi Cantonment Board are informed that the circulars or related orders issued are revoked. Thus, all classes in all schools are to be held in physical mode with immediate effect.”

India News Live Update: Normal services resume on Delhi Metro's Blue Line after cable theft causes delay

Services on Delhi Metro's Blue Line were disrupted for around six hours on Thursday due to theft of signalling cables between Moti Nagar and Kirti Nagar stations, causing significant inconvenience to commuters. One of the busiest metro corridors, the Blue Line connects Dwarka with Vaishali and Noida City Centre.

At 8 am, the Delhi Metro Rail Corporation (DMRC) informed commuters about the incident and later updated that normal services had resumed from 1:38 pm.

"Necessary work to restore the signalling cables has been completed on the affected section and services have returned to normal since 1:38 pm," the DMRC wrote in a post on X.
