NEW DELHI: National commission for women (NCW) chief Vijaya Rahatkar on Monday said that the offender in the alleged sexual assault case of a 19-year old student in the Anna University seems to be the habitual offender and has committed such crimes previously but was not attended by the police.

The horrific incident took place on December 23 when the victim was targeted by an intruder while she was with a friend.

Talking about the case, the NCW chief also said that they have constituted a committee of two members and is meeting different people and parents of the victim.

Rahatkar said, "... Taking cognizance of the matter, NCW has instructed the police... It seems that the accused is a habitual offender and has committed such crimes previously but was not attended by the police... NCW has therefore constituted a fact-finding committee of two members and is meeting different people in the (Anna) University as well as the parents of the victim..."


The investigating team, consisting of NCW member Mamta Kumari and former Maharashtra DGP Praveen Dixit, visited the university.

Mamta Kumari, a member NCW fact-finding committee says, "We have conducted the probe, and submitted the findings to the governor. I will give the report to the Commission... There have been shortcomings on the side of the University administration, police..."


Their schedule includes meetings with the survivor, her family, friends, officials and NGO representatives to gather information.

The committee aims to investigate the incident's circumstances, evaluate the response measures taken, and recommend preventive strategies for the future.

Earlier, Madras high court has constituted an all-women special investigation team (SIT) comprising three IPS officers - deputy commissioners of police Bhukya Sneha Priya, Ayman Jamal and S Brinda - to probe the case.

A vacation bench of justices S M Subramaniam and V Lakshminarayanan on Saturday also ordered Rs 25 lakh compensation to the survivor, a second-year engineering student, towards the leaked FIR and the trauma undergone by her and her family members. The sum shall be recovered from the salaries of the police personnel responsible for the leak of the FIR into public domain.
