From welfare delivery to grievance redressal, digital governance redefines Uttar Pradesh
Uttar Pradesh witnessed a major shift in governance through the adoption of digital governance and transparency. By embedding accountability into technology-driven systems, the state reduced human intervention and removed middlemen from administrative processes.
This digital transformation ensures that government benefits and services reach citizens directly, securely, and without leakage, especially those at the last mile.
Direct Benefit Transfer (DBT) has become the backbone of transparent governance in Uttar Pradesh. The state has emerged as a national leader in using DBT to deliver welfare benefits directly into citizens’ bank accounts.
During the financial year 2024–25, approximately Rs 1,11,637 crore was transferred to more than 9.08 crore beneficiaries. DBT is currently operational across 207 schemes from 11 departments, covering 113 central and 94 state-sector initiatives.
The system has helped eliminate ghost beneficiaries and administrative leakages, resulting in an estimated saving of Rs 10,000 crore.
Digital governance for investors and industries is being driven through the Nivesh Mitra portal, one of India’s largest digital single-window systems. The platform offers more than 487 online services across 43 departments, enabling faster approvals for licences, clearances, and No Objection Certificates.
With a disposal rate of 97 per cent, Nivesh Mitra has significantly reduced bureaucratic delays and limited the need for physical interaction with government offices. Investors can track applications in real time and receive automated SMS and email alerts at every stage of the approval process.
The expansion of digital infrastructure has led to a sharp rise in digital transactions across both urban and rural areas of Uttar Pradesh. Transactions increased from 122.84 crore in 2017–18 to a projected 1,380.91 crore by March 2025, reflecting growing public trust in digital platforms.
This growth is supported by a strong financial network comprising 20,416 bank branches, 4,00,932 Bank Mitras and BC Sakhis, and 18,747 ATMs, ensuring last-mile financial inclusion across the state.
Technology-driven grievance redressal systems have further strengthened transparency and accountability. Through the Integrated Grievance Redressal System (IGRS) and the CM Helpline 1076, more than 5.5 crore grievances have been resolved in a time-bound manner as of early 2025.
Digital monitoring platforms such as the YAKSH app, along with AI-enabled policing and administrative systems, enable real-time oversight of public safety, service delivery, and governance performance.
By integrating transparency, speed, and accountability into governance through digital platforms, Uttar Pradesh has redefined the relationship between citizens and the state. Technology-led governance has improved efficiency, strengthened public trust, and ensured inclusive and corruption-free development, aligned with the vision of Viksit Uttar Pradesh.
