Who is Gavin Newsom and why is Donald Trump threatening to 'arrest' him?

Who Is Gavin Newsom?
Gavin Newsom, born in 1967, is a seasoned politician who has served as California's governor since 2019. Before his gubernatorial tenure, he was the Mayor of San Francisco and the state's Lieutenant Governor.
Newsom is known for his progressive policies on issues such as climate change, healthcare, and criminal justice reform. He gained national attention in 2004 for authorizing same-sex marriage licenses in San Francisco, challenging state law at the time. In 2019, he declared a moratorium on the death penalty in California, citing racial disparities and moral concerns. His administration has also focused on dismantling the state's death row and implementing police reforms.
The Los Angeles protests, the federal response, and the aftermath
When a series of Immigration and Customs Enforcement (ICE) raids took place in Los Angeles earlier this month, that led to widespread protests where demonstrators, many from immigrant communities, clashed with law enforcement, resulting in over 150 arrests and significant property damage.
However, Newsom condemned the federal intervention as unconstitutional and a violation of state sovereignty, announcing a lawsuit against the Trump administration.
Trump's threat to ‘arrest’ Newsom
Governor Newsom responded to Trump’s idea of arresting him, challenging Homan to carry out the arrest and condemning Trump's remarks as authoritarian. He described the situation as "an unmistakable step toward authoritarianism," highlighting concerns over the erosion of democratic norms.
Can Trump arrest Newsom?
Objectively, no. President Trump does not have the legal authority to arrest California Governor Gavin Newsom. The US Constitution outlines the powers of the federal and state governments, and arresting a sitting state governor falls outside the federal executive's jurisdiction.
As per legal experts, Homan, too, lacks the authority to arrest elected officials.
Governor Newsom and California Attorney General Rob Bonta have filed a lawsuit against President Trump and Defense Secretary Pete Hegseth, asserting that the federal deployment of National Guard troops to Los Angeles was unlawful and arguing that it infringes upon the state's rights and sovereignty. As experts predict, the outcome of this legal battle could set a precedent for the balance of power between state and federal governments in future conflicts.
