Uruguay, the high-income country in South America’s Southern Cone, bordered by Argentina and Brazil have human records of people pale in comparison to the overwhelming presence of cows, with almost four cows for each citizen. Uruguay has about 3.44 million inhabitants and, according to the Uruguay Ministry of Livestock (MGAP) 2024 data, there are approximately 12 million cows. Thus, Uruguay has a ratio of 3.5 cattle to every person (3.5:1). Agricultural activity represents more than 80 per cent of Uruguay's total area, creating an unusual population in Uruguay where the dominant livestock influences both culture and the means to sustain an economy. This cow-dominated landscape fundamentally anchors Uruguay’s global identity, ensuring that cattle ranching remains the primary engine for export revenue and a cornerstone of traditional Gaucho heritage.
Uruguay has high-density animal husbandry
According to the USDA FAS Report, in Uruguay, worldwide projections for 2024-2025 estimate the total number will range from 11,400,000-11,850,000, as would be reflected by the two-fold increase in herds at the end of those cycles. When comparing that figure to an approximate resident population of 3,440,000, it still equates to approximately 3.5 cows per person. This situation exists as the result of a high degree of highly concentrated and improved production practices within a ranching environmental context that allows for an intensified extensive system of animal husbandry. Unlike industrial feedlots, Uruguay’s model relies on vast natural pastures to maintain its massive herd.
Due to continuing worldwide demand and the end of prolonged periods of historic drought in Uruguay, beef production is on the rise in that country. The new report projects the slaughter of cattle increased by at least 6% in 2024, for an estimated 2.45 million head. Consequently, beef production is estimated to reach 600,000 metric tons (Carcass Weight Equivalent). Improvements in pasture conditions and increased utilisation of feedlots have resulted in reduced production time for cattle being prepared for sale.
Export dominance: China and the United States market shift
Uruguay continues to be one of the world's most export-oriented beef producers - about 75% of total production is exported. Historically, China has been the largest destination for Uruguayan beef; in the new report, the trend indicates an increase in U.S. export volume. Given reduced domestic production, U.S. importers are increasingly utilising the U.S. 20,000 metric ton tariff rate quota and paying additional duties to access the lucrative U.S. lean beef market. Total exports for 2024 are projected at 465,000 metric tons.
Why are humans the minority
Uruguay's unique land-use geography has created a situation where humans are classified as a ‘minority’ within their own country. The USDA FAS Report states that more than 80 per cent of Uruguay's total land area is used for permanent natural pastures. Therefore, while a majority of Uruguay's land is ideally suited for grazing, it has resulted in a large area of land where cattle can graze freely on the rolling hills of Uruguay, while approximately 11.6 million cattle are in existence, and the human population has remained at or near 3.44 million people.
The demographic imbalance between humans and cattle has been exacerbated by Uruguay's commitment to ‘Natural Beef,’ because the Natural Beef industry relies on grass-fed cattle rather than on occupying crowded industrial feedlots. Because cows require, and are thus allowed to occupy to a large extent, most of Uruguay's physical landscape due to being graze-fed, it creates a profound demographic imbalance within Uruguay's borders.
