Ram Gopal Varma didn’t want to venture out of Mumbai for his film on the November 2008 terror attack in the city.
After being denied permission twice to shoot at Chhatrapati Shivaji Terminus (CST), the filmmaker was reportedly planning to shoot those portions at Ramoji Rao Film City in Hyderabad.
However, it is learnt that he did make a last third attempt to get permissions to shoot at CST, but he wasn’t willing to shell out the fees the authorities were believed to be charging him.

So he applied and managed to get the permissions to shoot at Mumbai Central terminus.
According to our source, “Ramuji shot at Mumbai Central for five days and the charges he paid to Western Railway for those days is what the Central Railway was reportedly charging for one day at CST. And the way he’s shot it, the audience might not be able to tell one terminus from the other.”
