Idukki: Mathew Kunchirakkat from Perinchamkuty, who does cultivation in four acres, has been a resident for over 60 years. But he lacks pattayam (title deed) for the land and banks are reluctant to sanction loans. There are thousands like him and their stance might change the fortune of political parties this elections.
Though the government had launched a drive to provide title deeds to such farmers, many were excluded due to the income ceiling of Rs 1 lakh set by the revenue department. Mathew said he lost the chance to get a title deed because of an irrational ceiling limit.
A state government report has put the number of people without title deeds at over 1,18,000 in Vathikudy, Konnathady, Rajakkad, Kanjikuzhi, Vazhathope, Kanjiyar and Erattayar panchayats. Reji Purthel, a native of Badhel who owns 3.25 acres, said his application was rejected as his wife earned an income.
Those who obtained title deeds last year are unhappy as 16 conditions govern the deeds and there are issues when land owners approach banks for loans. “Meanwhile, Kerala Catholic Bishops Council’s pastoral letter – read in all churches of Idukki – has criticized the government stand on pattayam, Kasturirangan report and land issues. The people should elect those who support farmers’ interest. The KCBC’s stand has come as a relief for the LDF, while signalling trouble for the UDF.
