Fact is Indian institutes test on Engineering knowledge for Masters which 90% of passing out engineers cannot crack as they don't have one. Whereas US universities for their so called revenue only test on General Aptitude GRE and majority of Indian students going to US for study get into the not so famous universities just to get a MS degree in those years analysing the US market to see where is an opportunity to put fake experience and get into the labour market to get H-1B and then Green Card. If all the credentials are checked most of the ones will be punishable as a Criminal as per US laws. Even this person who has applied for F-1 Visa would have forged some documents but in India it is not taken seriously.
